Every goal starts with a hard cap you set. The Chief of Staff allocates it across the agents doing the work — engineering, studio, finance — before a dollar moves.
Spend is metered against the cap in real time. When a task would cross a line you didn't pre-approve, it stops and asks. It never guesses on your behalf.
The line stops for you, not around you.
Autonomy is aggressive by default — agents act on almost everything without waiting for a nod. Money leaving your accounts, legal or contractual commitments, and anything touching your identity are the exceptions: those always stop the line.
Everything else keeps moving while the one decision that's genuinely yours waits in a single rail — not buried in a chat log you have to go looking for.

Done means proven.
A task doesn't close because an agent says so. Each one carries acceptance criteria written at plan time — automated tests, HTTP health checks, an LLM judge scoring the actual output against the goal.
Only when every criterion passes does the task, and eventually the goal, count as done. No self-graded homework.
